About us
Blue Systems was established in 2014 as a tech startup within the Bolloré Group. For decades, the Group has been a prominent market player in electric shared mobility, clean tech and digital solutions optimizing the flow of people, materials and data. Building upon synergies among several entities within the Group, Blue Systems was created to provide state-of-the-art smart mobility and smart city software solutions to cities and private companies across the globe. Despite being part of a very large holding, we keep our highly entrepreneurial DNA and our independence from the Bolloré Group. Our mission is to enable cities and agencies with real time and historical mobility data to make mobility within their city limits safer, greener, more efficient and user friendly.
Today, we are a leading mobility data technology company providing smart mobility platforms to transportation agencies across the US, Europe and APAC region. Our Platform connects and visualizes data from bikeshare, e-scooters and e-bikes, delivery robots, mobility and delivery hubs, as well as taxis, carshare, Uber/Lyft and autonomous vehicles for efficient, data-driven transportation planning and management in our cities.

As both Managing Director and General Counsel at Blue Systems, Irina wears almost as many hats as in a Parisian boutique. And it makes total sense in the context of our French parent company. Irina helps steer the company’s strategy, from the big-picture decisions to the small but important details that keep our growing team running smoothly. She keeps the wheels turning (sometimes literally, given our focus on mobility) and makes sure Blue Systems stays ambitious and just a bit ahead of the curve. She builds partnerships, explores new markets, and makes sure Blue Systems is always bringing the most value to our customers and partners.
As General Counsel, Irina ensures the company doesn’t get lost in the legal maze. In managing company contracts, compliance, HR and other legal stuff, she is in charge of all the fine print and this ability comes very handy at times.
At the end of the day, between chasing deals and keeping us legally sound, she’s proof that you can (sometimes) wear two hats at once, even if Parisian boutique people disagree.
In her prior life, Irina played competitive badminton and was once ranked No. 10 in the US. Now she tries to keep up in every sport imaginable against her very active teenage son.

Alia Verloes is Head of Growth at Blue Systems, where she drives business development, strategic partnerships, and market expansion for the company’s smart mobility solutions. With over a decade of experience in mobility planning and policy across North America, Europe, and the UK, Alia brings deep expertise in shared mobility, micromobility, and sustainable transportation strategies. She has advised major cities, transit agencies, and private sector clients on micromobility, carshare, and mobility hubs programs, translating complex urban mobility challenges into actionable solutions that balance innovation with equitable access. Throughout her career across both continents, Alia has helped shape policy frameworks and implementation strategies for cities seeking to integrate new mobility services into their transportation ecosystems.
A recognized industry expert, Alia regularly speaks at major transportation conferences including NABSA and the Shared Use Mobility Center. Her research has been published in Transportation Research Board and Urbanisme, and she was named an Emerging Leaders in Transportation Fellow at NYU Rudin Center. She holds a Master’s degree in Regional & Urban Planning from Sciences Po Paris and studied Public Policy & Urban Planning at Georgia Institute of Technology.
A daily pedestrian, cyclist, and transit user, Alia is passionate about creating multimodal solutions that make cities more livable, sustainable, and accessible for all.

Victoria oversees all financial aspects at Blue Systems Smart Mobility. She is in charge of revenue accounting, financial planning and all financial and tax reporting for the company, which keeps her quite busy since we have offices in two states and two counties! Victoria also follows all company transactions closely from initial order to cash. And by the way, she is phenomenally good with numbers – can add several large numbers just by looking at the page on which they are written.
After seven years with Big Four audit companies in Europe and California, Victoria joined the Bollore Group in 2018, and has since been a continuous support to the growth of Blue Systems Smart Mobility division.
Victoria speaks four languages and has lived in six different European countries before moving to the US seven years ago.

Pierre is an experienced Head of Product and mobility and curb data expert with Blue Systems. He has participated in the integration of Smart Mobility Platform and follow-up with cities across the world, including Los Angeles, New York City, London and San Jose. He is an expert on the technical realities of the MDS, among other data standards, and helped various stakeholders implement the standard at the request of transportation authorities. Pierre also advises DOTs on the best technology solutions to cities’ goals and aspirations for urban mobility, and then works with all stakeholders (city officials, mobility operators, infrastructure IoT providers, etc.) on implementing them. His fields of expertise include managing the technical and functional requirements of the company product, coordinating communication between the customers, the sales team and the development team to align product roadmap with the customer request and company strategy.

Steve Brining is a project manager for the US side of the company business. He leads project check-in meetings with cities and mobility companies to coordinate system implementations and improve customer experience. Steve takes such good care of our US-based cities – customers, that if you are one of them – you probably know Steve’s rescue cat The Dude from on-screen visits. He also chaired the MDS Working Group at the OMF and is a regular meeting participant. Prior to joining Blue Systems, Steve spent 5 years managing IT and the operations center for an EV car sharing fleet based out of Indianapolis. Before this position, Steve worked at a large Indianapolis credit union as a data analyst.
Steve is very active in his community, having volunteered for various events including at president of his neighborhood association. Part of this role involved advocating for new stops signs and traffic signals around rapid transit line that runs through his neighborhood, working closely with project stakeholders to ensure that the needs of neighbors, pedestrians and transit riders could be accommodated. In his free time, he enjoys exploring the neighboring walkable village and taking in the burgeoning arts scene in the city and catching AAA baseball games in the summertime.

Anna is a highly skilled professional specialized in urban and regional planning, public policy, government relations, strategic partnerships, and GIS and data analysis. As the Partnerships & Government Relations Manager for Blue Systems, Anna’s duties include communicating with current and prospective cities, airports, universities, DOTs, and more, to understand their needs, exceed their expectations and help them achieve their goals of having a sustainable, equitable, and efficient urban transportation system.
She holds a dual master’s degree in Urban and Regional Planning from UCLA Luskin School of Public Affairs and Urban Governance, Policy, and Planning from Science Po’s Urban School in Paris, France. In addition, her bachelor’s degrees are in Public Policy & Law with a special focus on Urban Policy, and Italian Studies from Trinity College in Hartford, Connecticut. She has her AICP certification, enabling her to synthesize complex policy, planning, and governance concepts into actionable strategies that drive urban innovation and sustainable development. In her free time, Anna will be trying new restaurants or exploring new neighborhoods in New York City.
