Blue Systems to Deliver First-Ever Real-Time 911 Integration for AVs in Seattle

Los Angeles, CA – May 13, 2025 – Blue Systems is proud to announce our latest innovation: a first-of-its-kind project with the Seattle Department of Transportation (SDOT), Seattle Fire Department (SFD), University of Washington, and the Open Mobility Foundation (OMF) to create automated real-time geofences for autonomous vehicles based on the city’s 911 dispatch data.

This cutting-edge collaboration marks a significant leap forward in dynamic geofencing and urban mobility safety. In collaboration with SDOT and SFD, Blue Systems’ Smart Mobility Platform will automatically translate 911 emergency dispatches into actionable digital policies for AVs – enabling temporary geofenced zones for AVs to avoid, based on the location and nature of the emergency.

Why this matters

While AVs are widely regarded as a safe mode of transportation, autonomous driving matures over time, learning from the actual environments vehicles experience on the road. And because this technology is still relatively new, AVs’ driving patterns in the face of an emergency are unreliable, especially since they don’t have the benefit of accessing emergency data as it occurs. By way of this development, Seattle is bridging the gap between emergency response real time data and autonomous vehicles and other connected fleets enabling safe and orderly mobility operations in the city.

How it works

Blue Systems Smart Mobility Platform will integrate directly with Seattle’s 911 system and translate each emergency into a machine-readable format using the OMF’s MDS standard. Then, based on the nature, timing and location of the emergency, the system will automatically create geofences and communicate this information to AVs and other connected fleets by way of MDS Policy API. As a result, AVs will avoid high emergency areas enhancing emergency response efficiency and public safety.

A Model for Future-Ready Cities

The forward-looking collaboration between the innovators of SDOT and SFD, the UW, the OMF and Blue Systems is creating a future-ready system for other cities to take advantage of.

Like Seattle, many cities are preparing to welcome autonomous fleets, and some already host fully operational AV programs for their residents and visitors. This project helps ensure that AV adoption is conducted in a safer and more orderly manner, especially when it comes to emergency response in each city. For the first time in history, connected fleets will have access to 911 data automatically, enabling them to react accordingly. And while 911 dispatch systems might be different in each city, adopting the MDS Policy API for this innovative use case will serve as a unifying building block for scaling the system in other cities.
