A New Model for Managing the Dockless Curb in New York City

Los Angeles, CA – May 19, 2026 – New York City launched its shared e-scooter program in 2021 across the East Bronx and Eastern Queens, with three operators (Bird, Lime, and Veo), and has since recorded more than 11 million trips. As the program continues to mature, the New York City Department of Transportation (“NYCDOT”) is adding a new layer of curb management infrastructure to better understand e-scooter parking demand, reduce overcrowding in designated parking areas, and give the City and operators clearer visibility into where intervention may be needed. This approach was pioneered by Transport for London (“TfL”) in 2024, and has since proven successful throughout Greater London, another major micromobility hub.

Until now, docked and dockless systems have required fundamentally different management approaches: docked systems are built around fixed infrastructure, while dockless systems are largely dependent on operator self-reporting.

Blue Systems’ E-Scooter Parking Manager is designed specifically to help cities manage and regulate curb space digitally. This is possible by combining two key data standards: Mobility Data Specification (“MDS”) and Curb Data Specification (“CDS”). Together, they give cities the regulatory visibility of a docked system, without the infrastructure investment that docked systems require. That means city staff can apply more structure, consistency, and accountability to where vehicles are parked, while still preserving the flexibility of dockless operations.

The New York City Department of Transportation is now deploying this approach in New York City, specifically in the East Bronx and Eastern Queens, where their e-scooter fleet is operating, using a similar framework to better understand demand, reduce overcrowding, and improve curb utilization in targeted program areas.

A more proactive curb strategy

From a policy standpoint, the significance of the project is that it shifts micromobility management from a largely reactive model to a more proactive one. Instead of waiting for overcrowded corrals, cluttered sidewalks or frustrated residents or visitors to signal a problem, cities can now use data to identify emerging pressure points earlier.

This matters because curb space is scarce, especially in a dense city like New York, and even small inefficiencies can have outsized impacts. When a designated parking area repeatedly overflows, or when vehicles are consistently left outside approved zones, the issue should be identified early – before it turns into a sidewalk obstruction complaint or a sign that operators are not meeting their permit requirements.

Public realm and planning benefits

Parking discipline is often where public support for these programs is won or lost. Overcrowded or disorderly parking areas can create tension with residents, tourists, businesses, and other curb users. A system that improves parking discipline with better data can help reduce those friction points and build goodwill with local stakeholders.

The data produced by the system can support future planning decisions. Over time, spatial and temporal usage patterns may help NYCDOT determine where curb reallocation makes sense, how parking infrastructure should evolve, and whether specific locations would be best expanded, modified, or removed. In that sense, the E-Scooter Parking Manager is not only an operational tool, but also a vital instrument for urban planning.

What success looks like

If we can identify where corrals are consistently overcrowded or understocked, we can work with operators to improve performance, support a more orderly public realm, and make better long-term curb allocation decisions,” said Brian Lee, Senior Program Manager of Shared Mobility at NYCDOT.

Our hope at Blue Systems is that the project becomes a model for how cities, big or small, manage the curb more intelligently in a shared mobility environment. For New York City, that would represent an important step toward more data-driven public space management, and a more balanced relationship between innovation, regulation, and everyday street life.
