Blue Systems’ Smart Patrol App Helps Cities and Universities Bring Field Enforcement Into the Digital Age
Blue Systems’ Smart Patrol App is helping cities and universities connect field enforcement with real-time mobility and parking data, giving teams a faster and more accurate way to manage dockless shared micromobility on city streets and on college campuses. At the City of Tempe, the app is being used in partnership with Arizona State University (ASU) to support e-scooter parking operations on campus, helping staff better verify conditions in the field and improve the day-to-day management of parking activity.
On a large university campus like ASU’s Tempe campus, e-scooter management often involves a mix of parking compliance, rider behavior, event surges, and shifting demand across multiple zones and pickup/drop-off areas. Smart Patrol gives teams a practical way to extend their visibility beyond the office and beyond our web-based Smart Mobility Platform, allowing them to verify what is happening on the ground and support more efficient enforcement and operations. In practice, that means field officers can log vehicle conditions directly from their phones, including flagging vehicles with damaged or illegible VIN stickers as unreadable on the spot, without leaving the record incomplete. For Tempe and ASU, that means better coordination between mobility management and field staff, with a tool designed to make e-scooter oversight more responsive and data-driven.
More recently, the New York City Parks Department has also begun using Smart Patrol in the field. Parks staff use the app to report scooters found in parks, while New York City Department of Transportation (NYCDOT) teams gain direct visibility into field conditions without needing to dispatch their own staff. That kind of cross-agency coordination, where field observations flow into a shared platform in real time, is one of the core problems Smart Patrol is designed to solve.
Building on Blue Systems’ longstanding relationship with the NYCDOT, this expansion reflects the growing need for agencies to equip field teams with tools that can quickly verify conditions, document issues consistently, and connect directly to a central platform. In practice, that means cities can move from fragmented, manual processes to a more coordinated and data-driven approach to micromobility oversight, enforcement, and reporting.
